Start with crawlability and titles. Confirm search engines can reach and render every page you care about, that each page has a unique descriptive title and meta description, and that a sitemap is submitted in Google Search Console. These are cheap one-off fixes with outsized effect — no amount of content strategy rescues a page that cannot be indexed.
Not to get started. Google Search Console is free and tells you what you are genuinely ranking for, which is the single most useful dataset you have. Bing Webmaster Tools and PageSpeed Insights are free too. Paid tools mainly buy competitor data and keyword volume estimates — worth it once you are competing seriously, unnecessary before then.
